Tesla has it's own crash test facility, in Fremont - called The Crash Lab

The SS is really reflective on these shots! My first time watching that video I thought there was a large hole in the rear of the vehicle, but it was just the intact quarter panel reflecting the sky. ??‍

The link you provided talks about pedestrian safety in general terms. I was hoping to see specific requirements. It is highly likely that Tesla is focusing pedestrian safety in its ADAS software, so avoiding an accident with a pedestrian in the first place, as opposed to a hardware implementation. Is that allowed? Has anyone seen the specifics of this NPRM?
