Eva are quite a bit heavier and do more damage to the roads, but this still seems quite high.
Another choice, for federal, would be to just have to submit mileage every year. Seems strange that if I owned 10 EVs, I’d still $2500, when I can only drive one car at a time.
Do you use your phone to unlock? It might just be opening because you have your phone on you and the truck is unlocked. Try it without your phone near the truck after you put it in valet mode.

typically what I do when I want a custom route, which I have to do when I go on base, because the north gate is closed and I need to route around it, is have several stops saved as favorites , then just remove the stops as I get near them. It’s very cumbersome, but it works.
