    Page Mill Road is where Tesla Engineering HQ is located. Probably an employee doing some Autopilot testing. Video is not clear enough to see if the Cybertruck had a manufacturer plate. The Corolla hit the mountain before it hit the Cybertruck, thus helping to total the Corolla.

    Yes there is a HEPA filter. It is right behind the panel with the Cybertruck logo in the frunk. Four bolts removes the panel.

    Legally, yes you are suppose to have one in California, but I have never had one in 30 years of driving. Law enforcement doesn't care for the most part.
