I can't believe you're equating a bicycle rack with a missing panel that probably measures 3 inches by 9 inches. I think that panel is more a matter of esthetics rather than function.

That wiggle action is worrisome. Reverse turning should only be activated during slow speed maneuvers. At speed, they should turn in the same direction to improve stability in lane changing, with or without towing a trailer.
