The police officer said since it was hit/run, he was authorized to give me her insurance company. Her company was Progressive, and they were fantastic. Even though I was not their customer, they were prompt and conducted the repair themselves without involving my insurance company (USAA).
It was definitely easier due to Texas requiring a front plate, however, in my situation the dashcam took video before and after the accident. It captured the driver driving past me...and we would have seen the license plate then.
Maybe "broke" isn't the right word. Some of the bolts were compromised due to the contact and Tesla decided to replace the assembly...probably being overly cautious.
