My understanding is that if you are still under warranty and they are broken for example, you can bring them over and get a new one. I hate that broke when switching to winter tires, and the tire center repaired them, however one got lost while driving on deep snow and I could only claim one.
I am in Canada and have driven it on 10" of snow without any problems. I have winter tires on my Cyberbeast though, you need the right equipment, as I would on any truck.

I took my to service, they replaced the whole arm but no change. They told me Tesla knows about it and it is working on a solution that may involve re-engineering the arm or wiper, most likely there will be a recall.
