Yes. The only way a switch could fail (aside water intrusion) is extreme heat from the Sun, but in this particular case all data points towards water intrusion.
Cybetruck chargers are faster (in terms of kHw absorbed) than Model 3 but overall it takes longer, which has to do with both battery capacity and current 400V limitation. It can be confusing, the differences are not that great 80kwh vs 123 vs the total range.

It might not be a bad cable, esp if seen in multiple Cybertrucks, there is comm redundancy built in much like a ring, IMHO it could be due to noise from an ethernet-like line driver.
For temporary import you can bring any type of vehicle, the drivers license is the problem, not the truck. I don't think they match your D/L with the import documents, different agencies!
