    They set guidelines in their own legislation. They should use that standard or set better guidelines. Theyā€™ve now set up this perverse scenario where they are very likely to be funding a charging network which only benefits grifters.

    The way she said it, it sounded like she was suggesting it was beyond their control and that a profitable sub $40k was just not possible until then. Which clearly isnā€™t the case.
