Test drove a 2024 CB and noticed it was still on v13 still. Is it just bc the previous owner never connected to WiFi?

I have a 2024 Beast and I am on 14.2.2.4. There should be no issue wrt the one you drove.

Yes.

Updates require user intervention to happen. As far as I know, it will never auto update.
