I have often plugged into just an outlet.

$60 is a bit steep, tho! That's almost what I paid for my whole J1772 adapter ($80).

Most RV parks will let you plug in - if you ask and pay. Most places with a revealed 120 or 240 20a circuit will let you plug in an not charge you at all. Even in California rates, charging an electric bike is only going to be a couple dollars of electricity; less in the interior of the country.

It's strange what places are behind the times, yet have power and won't let you plug in... Like our local fairgrounds, which is quite a bit out of town, doesn't allow bikes or cars to charge. Just vendors. Not that they don't have the power! So I can't go there on my bike. It's just on the range where I'd need an hour or so charging to come back. Watsonville has a bunch of chargers, Castroville has free charging, Moss Landing has chargers. But the fairgrounds? Nope.
