Here in Washington it's not so costly. Between $70 and $130 for the initial plate and then an extra $50 per year for renewal.

I always figured it was cheaper to just get a bumper sticker.

How do you get plates without a vin# ?
Are you buying them for your current truck and then transfer when you get your CT?

Yes; this is mostly a "DITTO" to Jeff Rock's posting #211.

I have Minnesota's "CYBRTRK" on my (for sale) "Garage Queen": 1973 Chevy C10 Suburban (~78k miles).
