It's incremental. A big rocket with a new fuel, it's going to take some getting used to. They might need flip tanks on the Booster, too. Or maybe they can not slosh the tanks as much as they did.
Lots of moving parts. They had to prove to the FAA they had control over the rocket and would burst it the instant it went awry. No recovery time.
