Not so far. Only offered as a self install satellite dish to be put on a house, with a modem inside the house and then wifi for internet access, like most satellite systems. No LTE, no 5G.

Beta already exists. Pricing will be competitive regionally.

The further rural you are, the more likely it will be affordable; you're competing with others for bandwidth in a small arc across the sky.

There are people who already have it making videos on You Tube. If you interested go to Starlinks web site and sign up and you will get an email when it is available in your area. Most of the people live near the US/Canada border in Washington, Idaho and Montana

The expectation is by the end of 2021 Starlink should be more readily available
