Sounds like a dealership model with extra steps.
Not a dealership in any shape, form or function.
The buyer still orders on line and arranges financing.
Although at some point when there is more production than demand it might be possible to pick one out off the lot, buy it online and drive it home.
Service/repair would still be provided by the buyers local Tesla store or by mobile or over the air service.
The vendor would just be offering a service that Tesla doesn't want to put manpower and resources into.
Tesla would have oversight and set the parameters for the service provided by the vendor.
When Austin is fully ramped up with the Model Y and CT (and maybe other models) there will be a lot of vehicles leaving that facility.
Having some of them picked up by buyers takes some pressure off loading them onto transport trucks especially since there is a nationwide shortage of truck drivers.
As pointed out above Elon has said the facility would be a nice place to visit and I can see it up there with the Riverwalk in San Antonio.
That scenario is ripe for a tour service, entertainment and food service.
