Maybe I missed something , don’t you have to show Tesla you are approved before they start the process of building your truck?

The build is based on your new Foundation Series Configuration which comes with updated non-refundable deposit. If you don't follow through it simply gets assigned to the next person in line. Considering there's basically only two configs, a single color, and high demand, there isn't much risk on their end.
