I'm getting work not officially labeled as "Recalls"

I took my CT in for an AC charging issue. When I booked the service appointment it automatically added the official recalls as part of the service appointment (sail applique, Windshield wiper motor, Flat flex harness).
By the time I dropped it off, and before they even inspected it 2 more items were on the repair list that I noticed:
  1. Overhead console/Sun visor track/Windshield Harness bracket
  2. Windshield Camera Fan
Anybody else seeing these in their repairs?

These types of things happen with ALL vehicles. I had them on many ICE vehicles long before Tesla existed.
Recalls have a very specific definition and legal status. They are safety related.

These are repair bulletins vice recall bulletins. They don’t trip the mandatory notification requirement, but would still be worked either on complaint or when in for other service. The full list can be found on the service site.

My service center had my truck for a week and a half. It needed the rear motor inverter replaced and they replaced the wiper motor and repaired sail appliqué while they had it. No other work was done.
