Is Financial documents prerequisites to VIN assignment

I’ve purchased 2 Tesla’s before, model X and model Y. Always got the vin and did financial part from the app after vin was assigned. It seems like for CyberTruck people who did the finances got their VINs, people like me still waiting to get the VIN to do finances. Any thoughts?

I stated I’m paying cash, as I’m sure many others have, so not sure why they’d hold people up on that.

FWIW I’d say cash buyer even if I intended to finance given the unknown timelines.
