I think it's a given that the Austin plant will have PV arrays but what about wind turbines?

No mention from Elon about them but that doesn't rule out wind turbines providing electricity for the plant.
Interestingly Apple acquired a patent for PV arrays from SolarCity and was granted the patent in 2019.

Volvo's largest truck plant in Ghent, Belgium is(according to the video) the world's first carbon neutral auto manufacturing plant.

The plant has 15,000 solar panels producing 500 MW per year and 3 wind turbines that produce 10,000 MW per year.

Those must be some BIG wind turbines!

And during the Axel Springer QA segment Elon stated that he was impressed by the efficiencies of wind and went on to say that Germany makes the best ones.

Couldn’t agree more with you. When Elon talks there is so much to try to follow AND understand what he’s saying. Various YouTube channels are replaying clips of the conversation.

A 1 MW wind turbine can produce maximum 8760 MWh per year.

Three 1 MW wind turbines would only have to spin a third of the time to produce 10,000 MWh per year.
