Based on the images shown, I would certainly say that the production line is being worked on. To do that work, they need to have some parts of the cars getting built. But that does not make them production vehicles. There may be all sorts of issues with any vehicle that gets built using the pre-production line. For all we know, these first couple attempts might just get recycled after the team has learned and made modifications to the line.

Remember that before they can truly be productive, they have to build the machine that builds the machine. From the looks of it, they are still building that machine. Once it goes s close to fully functional, I’d expect to see more than 3 cars coming off the line. And those first cars will be getting whatever corrections needed by hand. The real production run won’t be till the number of fixes after production get to an acceptably low number. At that point, it will be game on.

BIG NEWS - I stopped by my local Tesla sales/service/delivery center today and learned they have received the info (including VIN) for a MY demo/display vehicle that's coming from the Austin gigafactory. They expect to receive info for the first customer MYs coming from Austin soon (but that doesn't appear to be based in any specific info form Tesla higher ups).​

VIN with an Austin identifier is a really good sign IMO. That means that the vehicle is at the very least officially scheduled for production.
