I'm sure they will have some, I was just pointing out the fact that they tend to bolster the mosquito population in the area.
They can, but that can be dealt with by management of the surface tension, local wildlife, water movement, and bacteria and nematodes in the water.

Retention ponds can have predatory fish and even dry detention ponds should be doused with beneficial nematodes and bacteria to predate on the mosquitoes that will try to race the drainage with their life cycles.

What Crissa said. Most of the ones around here are the dry version that only have water in them for a period of time after rains. True retention ponds look better but require more upkeep and expense.

My neighborhood has a few retention ponds, but they all have to have multiple fountains, require stocking the ponds, etc. They look much better since they are actual ponds, but the dang things cost about as much as the community pools to maintain. I cannot imagine Tesla wants the added expense and hassle of maintaining ponds, plus the Colorado river is right there for free if you want to look at water.

Retention ponds are better at capturing stormwater debris and silt, which can be important near construction and industry.
