I have been trying to prepare my garage for the Model Y and the one piece I can't get is the Wall Connector. The Tesla store has been showing "out of stock" for a while now. Any of you Tesla veterans know if this normal? Or when I could expect it to be in stock again?

It's quite normal for these items to go out of stock. It is usually only a few weeks before they are back in.

most likely it might be related to battery day and a new version as well

Yeah. That's quite normal. That's also how I had my wall connector a month before we got the MY. I saw it in stock and just had to grab it in case it went out of stock again.

There was an article in Tesla Daily about them adding a feature to let charge points bill users for plugging in.

This is the new (Gen 3) version. What may be new is the firmware. As they are (or, I guess, are not) shipping now the firmware capabilities are very limited (to simple single station provisioning) compared to what they eventually will be which will allow networking with multiple HPWs strewn over the same WiFi network. The hint is that an apartment building owner could set up a number of units for tenants with an overall limit on the amount of power they draw, billing for that power etc. Thus, for example, he could put in a single 100 A subpanel with 16 60 A breakers going to 16 HPWC at 16 charging spots. If a car arrived at all 16 spots simultaneously the system could allocate 5 amps to each (or grant 40 amps to the first two arrivals and none to the others until the first 2 are finished or whatever schemes Tesla may choose to make available.
