I don't see where your terms "Capable and Safe" are any more specific. You added no objective metrics to measure."Better" isn't specific enough and could cause misunderstandings. The way I see it the categories should be Capable and Safe.

Right now humans are far more capable. There is almost no situation we cannot think ourselves out of on the road.

There are a lots of human drivers that can barely drive at all and are actual not capable and are not safe.
There are plenty of human drivers that can NOT handle standard situations no less handle unusual situations.
