Cybertruckco has many racks that would fit your need. They have one that goes over the cab and one that goes over the bed that are level with the ground. I have the one over the bed and it only took a couple hours to install.

The truck bed absolutely is waterproof. I’ve had many torrential downpours and not a single drop got in the bed. I’ve also slept in the bed while it was raining and never a drop inside.
