I've seen several reports of 2026 CTs and VINs greater than 90000 getting delivered with FSD 13. I received one of them.

No, this is not correct. It has been a big reason I’ve hung onto my 2014 Model S. Early on it was included, then it has been added and removed promotionally at certain times.
That has indeed changed, thanks for pointing that out! They definitely need to adjust that based on trailer status. If you arrived at a supercharger with a trailer attached (likely has to be detached to charge) then they should allow you to go higher without congestion fees.
I just did a side by side drive of V13 vs V14. V13 is very capable and will drive you home no problem. V14 offers more features and handles some edge cases better.

There is no congestion fee until you hit your charge limit. It will automatically lower you to 80%, if you manually raise it higher, congestion fees do not start until you've completed the charge.
I just got a CT because I was so sick of the hassle of gassing up constantly, plus oil changes and other maintenance. Prices are only a small part of it for me. It helps that I've got a large solar array. I calculate my costs at my export rate of $.04 per kWh.
