Highly plausible, any loss of HVIL (High Voltage Inter-Lock) or insulation issues will result in disablement. The cable they will be replacing will require removal of the battery pack (big job) unfortunately. Hopefully this will be successful and you'll be back on the road soon.

From the look of your fish-eye camera the inside of the windshield may be fogged. This happens on new vehicles as the interior components off-gass and can cause this hazing.
