Find the Cybertruck Service Manual online, then search for 'tonneau rework' (or something like that). It shows you the picture of it 'missing' the slat, and the steps with what the SC will do to add it.
Hasn't happened to mine (and I live in the Boston area). That looks like surface iron deposits and not the actual stainless steel rusting. Like Crissa said, clean it with some Citrisurf77 and you should be all good.
