On the MOLLE rows: viewed from the top it looks like 11 rows of MOLLE, but viewed from the bottom it looks like two blocks of 4 rows, as there are stiffening bars across the top, center, and bottom. My question is: are all 11 rows useable, or just the two blocks of 4 rows?
