    Cant just blame the private company either, most likely regulatory limitations. Tesla has never backed out of doing something difficult unless there was a ā€œhard noā€ from govt.

    You might be right. I don't normally drive on Chill mode. Maybe standard mode with 0% offset?

    Yes, 0% offset or just drive in chill. It WILL not go fast.

    The way I understand it, the offset is not a ā€˜target’ speed, but rather an ā€˜allowable’ speed.

    Let me explain, on a 20mph zone, you can often see traffic flowing up to 30mph. That’s where the 40% offset will kick in. It is to allow the vehicle to safely follow traffic flow without being limited to a lower speed. Many times going at a much lower speed than traffic flow is dangerous.
