That looks like etching from road salts to me, so it's not something you can wash out. I'd recommend trying plastic trim restore and protect.

The ones on the front are the most important, my guess is 2-4% efficiency. maybe more. Wheels covers are up to 6% I think lol. I have no wheel covers and only front fairings and haven't noticed any reduction overall.
