Wyoming had it for $200 but has since changed it to $100 which is fair at least for my driving.Many states charge $200 annually, including right here in TX (Alabama, Arkansas, Ohio, Tennessee, West Virginia, and Wyoming).
Minnesota will indeed drop the fee to $100 next year, when they start charging $0.05/kWh for public DCFC. That's a bit "more fair" being based on usage.

It is really hard for purchase. Tesla and others make it a hoop jumper for any state that doesn't charge sales tax.I will just leave this here: “Montana LLC”
