my anecdotal guess: Telsa hasn't cranked it up to the max for 2 reasons:

1) to help people get a better feel and understanding for how heavy this truck is. this is the first truck for most owners. Tesla knows this. most people wildly underestimate the stopping distance for them.

2) Tesla needs a lot more data before they can fully optimize the 4680 charge rates, and regen is a part of that equation.
+1, the Cybertruck manual says it’s the battery:

Vehicle deceleration due to regenerative braking may vary depending on the current state of the Battery

Does anyone else wish regen slowed down a little more when coming to a stop, especially on a downhill? I find myself using the brake a decent amount.

Is there some setting I'm missing?
It actually used to. A few updates ago they made the Regen not as strong. I noticed it right after the update as my truck wasn’t slowing nearly as much as it did… I had to use the brake several times that day to reteach myself when to use it to regen stop again.
