I just got off a call with the IRS because I haven’t received my 2024 federal credit yet. After looking into it, they told me that the VIN associated with my CT registration does not match what they have in their system. I provided the VIN again, but it still did not resolve the issue. They are now asking me to send a copy of the vehicle registration, purchase order, and the EPE registration number if i have one (i don't).

Do you have any idea why there might be a VIN mismatch, or what system the IRS uses to verify it?

Probably a dealer mixup. That happened to me years ago when I bought a new F-150. A few days after the purchase I got a call from the dealer that the VIN was mixed up with another vehicle. Just a matter of them issuing the correct documents. They do their new car registrations in batches and someone just got a bit mixed up with what vehicle they were processing.

Call Tesla delivery. They mentioned that CT foundation is/was not eligible for federal tax credit (my model is 2024). Is that right?

Foundation prices were above the $80k cutoff for the tax credit.

IIRC 2024 CTs were not eligible for the credit and that started in 2025 (right at the start of the year) when they switched cathode providers.

You would have received it either at point of sale or off your 24 tax returns. You're not like waiting for a check in the mail, right?

If the vehicle qualified (and I'm almost certain a 24 does not), you would have been provided with IRS documentation at the time of delivery showing that the dealer registered the purchase with the govt. Errors are possible on this filing, and in that case they do ask for the additional documentation that you mentioned. No harm in sending it in, but again I don't think the vehicle qualifies for a number of reasons.

2024 CT AWD tax credit rejected by IRS as not qualified in last year’s tax filing. Hugh disappointment. Expensive one too!

How is it a disappointment? It was known at the time of purchase. It was even listed on Tesla.com, but if you didn't look there...Google had it for you, this forum. Odd people thought they could still get it.
