    Insurance first, they'll do stuff with the video and the other insurance will pay (assuming the cop has an account of who they talked to). Lucky for you I guess, the other person is filing a claim and you'd have their name that way.

    All of the "EV" sound damping tires have foam in order for them to be quiet. A person on YouTube found that they weren't actually quieter but significantly changed the tone of the tires at speed into something more like white noise, which is a pretty cool trick. Also do not try to DIY your own...
