Plugs work just fine on EV tires with the sound-deadening foam.
An internal patch works fine, as well, simply requiring a section of the foam around the injury be cut away.

Yes, my guess is that there will be a hard stop on the Foundation Series once regular production begins. There are several reasons, the largest being that the already low - and declining - conversion rate on FS will plummet once regular trucks at regular prices are available.
