Yes, on a new vehicle missing the aero wheel covers. However, with that being said, you are well within your right to ask Tesla to remove it before delivery. But as far as being concerned because it's starting to rust, you shouldn't be, its normal.

Heck, throw a small water tank/pump in the back, hook it up to the 110 outlet and you’ll have all items cleaned before it even gets loaded in the bed. ?

All three colors are very similar, if you let me know which of the three your prefer, I can render a large picture that does include shadows.
