Reference? Regen is limited to protect the battery from over charging as the manual states. The charge limit setting is independant from that. But this is easy to test and verify on a down slope. Going to Big Bear in a few days…

I have SDGE also. The EV-TOU-5 rate charges 0.15 between midnight and 6am. If you can charge at 48A, 40kwh is back in your batteries in under 3.5hrs and costs you 6 bucks/30 bcuks for the whole week if you commute daily. If you can only handle 32A, you still fit in the super off-peak window (5.6hr)
