This is absolutely a thing. We've had temps below 10F here and the windows are not sealing correctly unless you fiddle with them. My solution has been to lower and raise the windows slightly several times - definitely helps and reseals the glass to the weatherstripping.
Keep the AT wheels for summer.

The stock AT tires are not very good in snow and terrible on ice. They have very little tread depth.

Confirming the wind noise / air leak gets worse as temperature falls.
In fact, above 30 F it seems fine,
When temps go below 30 F the noise ramps
Below 10 F outside and it gets really loud

And agree this is a pretty big issue - my dogs like to stand on the armrests and are forever putting the windows down. My kids do it by accident as well in the back seat. Agree we should be able to lock all windows easily
