I’d imagine the possibility we have is . . After ALL of the FS are sold, ALL FS CT’s will be given non-transferable supercharging. Otherwise, all of us wanting free supercharging will have to wait until the do another end of year push on the high end vehicles (S, X and CT). (My opinion.)
Unfortunately, it’s a 1st World Problem.
Tesla does Supercharging for Life at the end of year pushes many times since 2018 for their premium vehicles. If an individual wants this benefit, one just needs to wait for the right timing.

I don’t believe the free supercharging feature costs the company very much. One strong reason: When you trade in a model WITH free supercharging feature, Tesla themselves DO NOT give you any additional credit for turning it in/turning it off.
