After the service bulletin? For me, it never fully fixed it. It was minimal but still there at 75+mph speeds. But about 2 months after(~4k miles), it went back to vibrating a lot like my original complaint.

Depends on the location I think. One service center I regularly go to does it in house but the one my truck is currently at right now claims they partner with a local Tesla approved body shop.

Update: The truck has been in service for the last 2-3 weeks. They're still working on the other issues I have but they're saying the wheel is all good and that they've validated by ensuring the straight ahead offset is 0. I'm going to tell them to check the handwheel alignment again because...
