My PPF installer is having issues to make the stainless steel surface to look as even as possible before putting the matte PPF. Do you think this panel can look even? If so, how? It seems there are polishing machine marks (picture attached). Probably what was used at manufacturing to give it the finish. Tesla service just told me to use citrusurff 77 and alcohol before installing the PPF. What do you think? Now I understand why people opt for color PPF, but for me, the stainless steel look is part of the character of the truck.

Passivating agents will clean, protect, and shine the surface. They might even alter the color or reflectivity. But they will not alter a texture that was mechanically applied. If there are marks from the finishing process, only further finishing will make a difference.

The Cybertruck Body Repair Manual has a whole section on refinishing panels.

First clean and wipe.

Clean again with clay bar and solution and wipe.

Do an application with citrus type solution and wipe.

Do one last clean possible alcohol/water mixture and wipe.
