Yes it is. When there is no phone connected, there is no power consumption - that's how Qi works - it sends a very high frequency ping to see if there is a device, and if there is none it doesn't charge. The ping itself consumes so little energy that a watch battery can power it for years.

For the record, I am also a CT owner and I've been using this for almost a year now. No issues at all.

Correct, yes. The OBD port is active and provides power at all times even when the CT is asleep (regardless if the CT is plugged to a charger or not actually), so if you left your phone in the CT on the charger, it will charge the phone and then stop consuming power. My guess is that every now and then it will re-charge as the phone battery naturally drops throughout the night, and then stop again. Basically Qi charges are smart devices which communicate to the device they are charging through these high frequency signals, so they only charge when there is a device and the device agrees to be charged, otherwise they idle and just ping and wait for response. I have an oscilloscope as I am developing a new type of product related to charging and can verify that this is not only what the specs say but what actually happens :)
