It's flatly incorrect.

Conservatives held office for 28 of the 40 years under discussion - between 1971 and 2011. Conservatives passed Prop 13 in 1978, which required a 2/3rds majority for any state spending, any new taxes, and limited the revenue of the state to 1% appreciation per year on existing commercial properties.

We did not stop the 2/3rds budget requirement until 2010. Republicans didn't lose control of that veto-holding 1/3rd of the legislature until 2013.

So no, it wasn't Democrats, Progressives, or environmentalists.

Further - more reservoirs would not help. Conservatives have been trying to use more and more water every year as our average rainfall lowers. Their 'plan' is to kill off our rivers, fishing industry, and environmental treasures that millions come here to see so they can grow more crops for exports. No amount of reservoirs will make it rain more.
