Does anyone know what the plastic film on the outside of the light bar brackets is for?

I didn't like the look of it because it showed above the cant rails so I removed the brackets and peeled it off completely. I think it looks better without it. I left the other plastic film on the underside of the brackets in place because it protects the light bar and doesn't show.

All of it is probably protective film meant to be removed after install. You're probably better off removing all of it anyway since you don't want to trap moisture under it later on down the road.

The bracket looks like its power coated, I trimmed mine with a razor blade, that strip of tape looks fugly.
