From what I have read, it's taught a bunch of images of signs so it's just recognizing them in whole; as you noted it's not actually reading them.Agreed. If it could the entire sign it would see minimum or Highway instead of seeing a pre-trained number and thinking "Speed Limit".
Kind of like if you were in a video game or not literate in a foreign language - you'd recognize the shapes of the signs, maybe just the numbers. You'd ignore numbers that weren't plausible or in colors or combinations you didn't recognize. (If you've played Zelda, well, you've been there - every game shows multiple transliterated alphabets on the signs. They actually say what they're supposed to!)
Well, that's what FSD is at. It can't pass the written test because it's not allowed to read.

At some point that restriction will go away and they'll teach it to read.
