I would be surprised if you couldn't enable BWDM via the Tesla Toolkit once you also install the HEPA filter, I would assume it's a flag you can enable/disable. Maybe I'm wrong, but I plant to attempt to retrofit the Premium center console and the bed vault shortly after I take delivery.
