My understanding is that the biodefense system is a lot more than just a HEPA filter. It’s a positive pressure system that actually recycles air in the cabin while keeping it over pressurized so no outside air can get in. Adding a HEPA filter and turning the fan to high is not the same thing.Odds are, you can simply buy the HEPA filter and install it after the fact. You won't get the bioweapon defense mode option, but it's not much more than max fan. My Model X didn't come with the HEPA filter and I was able to buy and install it. There'd be little advantage for Tesla to do anything other than just leave the HEPA filter out.
