Master Plan Part 3 did not factor in Wright Law.
There is very high probability solar panels & storage batteries will be much cheaper than stated in Master Plan Part 3.
The real main obstacle is incumbent utilities will try to slow transition in-order to maintain their monopolies & profits.
They will try to make it illegal to leave grid and significantly increase grid connection fees (charged monthly).
Need to pressue state utility regulators to force neighborhood level distributed battery storage (at sub-stations) with rooftop solar panels on neighborhood buildings.
