Since I faced this problem, did a lot of troubleshooting and found a solution I thought I would share.
First, I don't know if this would be an issue if I didn't already own a Model 3 and have my Samsung phone synched with it and working just fine. On my Model 3 when my phone is connected (Phone is currently a Samsung Galaxy S23) if I receive a text message it shows up on the phone and the screen in the car and I can reply to texts, create new texts, etc. it all works as it should and has for quite some time.
When I received my Cybertruck I connected that same phone to my Cybertruck and everything works (phone calls, audio, contacts) except for Text messages.
Yes allow text messages was selected on my phone
Yes allow text message was selected under bluetooth on the Cybertruck screen.
Texts did not arrive on the screen (still arrived fine on my phone), even though the Text application on the screen showed a phone connected, no texts whatsoever.
I spent time with Tesla on the phone troubleshooting and we did the standard things.
Rebooted the car
Rebooted the phone
Forgot the phone
RE-added the phone
accepted all of the requests for access to contacts and text messages etc.
Still didn't work.
Ok scheduled a service visit, visted Tesla service, reflashed car with latest updates, but problem still happening, Tesla stumped.
I decided to try my son's iPhone.
I connected it to the Cybertruck and even though I accepted all the requests for access to contacts and messages after accepting the PIN, the truck asked a 2nd time for access to contacts and messages and told me that on the iphone I had to accept it again. So we did.
After accepting a 2nd time then if his iphone received a text message it showed up on the screen like it should.
OK so it is working for iphone (iphone was never connected to my Model 3 previously btw) but not for Android Samsung Galaxy S23 Ultra
At this point I had read in another forum that if you delete the default Samsung email application off your phone that it fixes the problem. Although highly skeptical I decided to backup my email settings, move 2 accounts over to the mobile version of Outlook for Android and uninstall the default Samsung email app.

I rebooted the phone
I turned bluetooth search on and found my Samsung phone and connected it to the Cybertruck and as usual it asked me to accept the PIN and the contacts and the text messages and I agreed.
Then a strange thing happened. Just like the iphone it asked me a to accept a 2nd time on the phone. I opened the bluetooth settings for the connection to the Cybertruck and it only showed calls and audio checked, not contacts or messages. So I selected those on the phone, accepted the request and the Samsung phone fully connected to the Cybertruck.
Texting is now working in the Cybertruck app on the screen as it should (and on my phone)
Things I have not tried yet:
1) I haven't tried to re-install the default Samsung email app to see if it breaks the texting from working
2) I had not tried forgetting both the Model 3 and the Cybertruck, I only tried forgetting the Cybertruck. Part of me wonders if I did if the Cybertruck would have worked but if I would have had the same problem on the 2nd Tesla, that being the Model 3 under that scenario.
I may or may not try the above at some point, but for now everything is working in Cybertruck as it should and I'm simply using Outlook on my phone for my other email accounts. I thought I'd share this to help save others the same headache if you run into this same problem.
