Ever seen the lockout procedure at many loading docks in Europe? Can be quite tedious and lengthy. Yet keeps the drunks and fools from killing each other. Remember most OSHA regs were written in blood. The trucking companies want this bad. driver less trucks, safer, no breaks, no pay, no overtime, cheaper insurance, cheaper gas(take the human factor out for "Need to go 5 miles faster, to get extra miles for the day"). No truck trying to pass another truck(we call them turtle races). But there are lobbyist and unions that will do everything to prevent this.
