I don't think any technical aspects of the charger stalls (of any version) have any implications for placement. Tesla has prefabricated sets of stalls for more rapid installation in some locations, but I've not seen any information that would suggest a standard stall layout at sites for a particular version.

I think the choice of pull through stalls would be decided at each location during the permitting process, if space, traffic flow and other factors do not conflict, and based on usage trends data for the area, etc.

However, I think pull-through stalls will be given more careful consideration at future sites (V4 or other) due to the Cybertruck coming and more legacy vehicles predicted to use the sites, with an increase of towing vehicle usage more likely. So I think they'll include them whenever feasible to do so. But I don't think it has anything to do with the version of supercharger. I could even see some existing V2 or V3 sites getting additional pull through stalls if the need is determined and approved, with reclaimed units from high usage sites that are getting upgraded to V4, but I'm far from certain of that. Who knows how all that may happen or not, but I think that stall placement has nothing directly to do with the version but instead would be based on likely usage and other local factors.

My local Superchargers were recently more than doubled with a new 16 stall station just 2 miles away from the original 8 stalls. All 16 of them are 250kW and pull-through:

I suspect Tesla will not make all new stalls pull through, but they will do so when there is enough space.
